fix(core)!: improved min chats handling
...
breaking:
- `IPeersRepository.PeerInfo` has new field `isMin`
- `getById` has a new argument `allowMin` describing whether it's allowed to return peers where `.isMin == true`
- `getByUsername`, `getByPhone` changed logic: they should *never* return peers where `.isMin == true`
